Dog Struck in Backyard of Phelps Home

On 8/22/25 Animal Control Investigators received a complaint about a dog seen being struck numerous times in its backyard. The dog could be heard wailing as he was struck. The suspect is screaming at him to quit barking as she is striking him. A video of this incident was also obtained showing the incident had taken place on 8/18/25 at about 600pm. At this time the suspect, Ms. Heitmann was interviewed and then placed under arrest. She was charged with Animal Cruelty (misdemeanor). She was issued an appearance ticket to appear in Phelps Town Court at a later date and released. 

Bruce, an approximate 1 year old male Shepherd/Husky was seized and remains at the animal shelter. He is in good health and uninjured. The Phelps Police Department assisted with this investigation.
